Nyberg, Eranos 44 (1946) 2372 analyzed the firste part as Iran. *bitīya- `second'. (The σ of our gloss must be a mistake.) Amm. Marc.23, 614 has it in the form vitaxa. Later Greek has βιδαξης, πιτιάξης.
